The FERPA waiver controls a students privacy of seeing their education records. This includes their application and letter of recommendations to the school they will enroll in. FERPA waives the right for the student to look at their letter of recommendations. Once the student waives this right, they are letting colleges know they will not read their letter of recommendations. This lets colleges know that what has been written about the student is accurate.
